A RESOLUTION OF APPRECIATION TO KEVIN C. DUGGAN, CITY MANAGER,
FOR HIS OVER 20 YEARS OF SERVICE TO THE CITY OF MOUNTAIN VIEW
WHEREAS, Kevin C. Duggan was appointed as City Manager in July 1990 and
provided over 20 years of dedicated service to the City of Mountain View; and
WHEREAS, prior to his tenure for Mountain View, Kevin Duggan also served as
Administrative Assistant to the City Manager, Assistant to the City Manager, Assistant
City Manager and City Manager for the City of Campbell, and started his career as an
Intern in Mountain View in 1971; and
WHEREAS, throughout his Mountain View tenure, Kevin Duggan worked
successfully with Mountain View City Councilmembers for over two decades with
unwavering dedication and commitment to public service, education and the
promotion of the profession of city management throughout his career in local
government; and
WHEREAS, during his tenure as City Manager, Kevin Duggan's high standards
for professionalism in decision - making, work performance, interpersonal skills and the
promotion of achievement for all those around him have strengthened the City of
Mountain View organization immeasurably; and
WHEREAS, under the leadership of Kevin Duggan, the City of Mountain View has
developed into an exemplary service - driven organization by establishing customer
service as a primary organizational value with quality and responsive service to the
City's residents and customers as its highest priority; and
WHEREAS, Kevin Duggan has played a vital role in achieving and maintaining
the robust fiscal health of the City of Mountain View, proposing 20 years of balanced
budgets while increasing reserves and achieving a AAA credit rating; masterfully
presenting those balanced budgets to Council in concise, simple and focused Budget
Hearings; achieving a structurally balanced budget with minimal impacts to employees
and striving to maintain critical public services during periods of economic turbulence;
and
WHEREAS, through his career, Kevin Duggan has led the City of Mountain View
through the construction of numerous award - winning capital projects that have
brought great benefit to the community, including the development of the Mountain
View Senior Center and Child Care Center, the redevelopment of the City's Municipal
Operations Center, Stevens Creek and Permanente Creek Trails, 3 fire stations, 12 new
neighborhood parks, a major integrated drinking water storage reservoir and playing
field complex, and major public improvements to the diverse downtown, including a
light rail station and transit center; and
WHEREAS, under the leadership of Kevin Duggan, the City of Mountain View has
emerged as a leading and robust local economy through attracting and retaining well -
known small and large businesses, revitalizing downtown Mountain View into a
vibrant heart of the community, leveraging of City -owned properties to generate
greater income to the General Fund, developing major retail centers and planning the
redevelopment of existing retail centers; and
WHEREAS, under the management of Kevin Duggan, the City of Mountain View
has enriched community life through cultivating unique and valuable collaborative
relationships with many governmental and nonprofit entities, including Mountain
View Whisman School District, Mountain View -Los Altos Union High School District,
Community Services Agency, Community Health Awareness Council, Community
School of Music and Arts, Chamber of Commerce Mountain View, Day Worker Center
of Mountain View and Avenidas Senior Day Health Center; and
WHEREAS, in addition to these accomplishments achieved for the City, he has
also offered innumerable contributions to city management professional organizations,
participating on educational panels and authoring many publications, including
Councilmanic Interference: When a Councilmember Crosses the Line and Council Orientation: ^*
Instilling the Spirit of High Performance, along with former Assistant City Manager
Nadine P. Levin; Leadership without Appearing Political; and
WHEREAS, Kevin Duggan has demonstrated his commitment to innovation,
creativity and strong leadership through his roles in prominent professional
organizations and civic committees, including President of Cal -ICMA, President of the
City Manager's Division of the League of California Cities, Board Member of the
California City Management Foundation, member of the League of California Cities
Transportation and Public Works Policy Committee, member of the League of
California Cities Housing, Community and Economic Development Policy Committee,
Gubernatorial Appointee to the State Board of Fire Services and Commissioner to the
Santa Clara County Healthy Advisory Commission; and
WHEREAS, Kevin Duggan has a strong commitment to continued education,
himself having received a bachelor's degree from San Jose State University, a master's
degree in public administration from San Jose State University, a certificate in
municipal management from the University of Santa Clara and a certificate in strategic
management of public organizations from the University of California Berkeley; has
graduated from the California League of Cities City Manager Executive Institute and
the University of Virginia Senior Executive Institute; became an International City
Management Association (ICMA) credentialed manager, and in 1998, a participant of
the ICMA International Exchange with Ireland; and
WHEREAS, throughout his career, Kevin Duggan has been committed to
mentoring and coaching in the city management profession through the International
City Management Association, Preparing the Next Generation Initiatives, the Santa
Clara County City /County Manager's Association (SCCCMA) and the Municipal
Management Association of Northern California (MMANC), and he plans to carry this
commitment to the profession onward; and
WHEREAS, he has been instrumental to advancing ethics in the city management
profession and the whole of the public sector working with ICMA to broaden outreach
to other professionals and associations in ethics training, contributing to course content
and conducting training for leadership teams, staff and conferences of professionals in
California, serving as an ICMA Ethics Trainer to build the ranks of future ICMA ethics
trainers, and setting a strong example of the best ethical leader for his colleagues and
the profession; and
WHEREAS, Kevin Duggan has also exhibited a long- standing commitment to
public service through his volunteer roles with community foundations, including the
Foothill College President's Advisory Committee, the San Jose State University Public
Administration Program Advisory Committee, the Peninsula Clergy Network Advisory
Board, the Mountain View Chamber of Commerce Board of Directors and the
St. Francis High School Schools Committee; and
WHEREAS, as impressive as his credentials are, his impact for positive change in
local government and the city management profession goes well beyond the written
word; and to all of those who have had the good fortune of knowing and working with
him, he has left an abiding legacy of the highest standards of city management that will
serve the City of Mountain View well into the future; and
WHEREAS, Kevin Duggan is an extremely gifted City Manager who was able to
accomplish these extraordinary achievements over the last 20 years while still being
deeply committed to his family, friends, the community and his faith; and
WHEREAS, throughout his tenure for the City of Mountain View, in both good
and challenging times, multiple City Councils and City staff has been immensely
grateful for his leadership and direction through complex situations for the betterment
of the Mountain View community and the City organization; and
WHEREAS, the City of Mountain View appreciates his years of professional
guidance and leadership of the City organization and thanks Kevin Duggan for his over
20 years of service to the City and community —a community that would not be what it
is today without him;
NOW, THEREFORE, BE IT RESOLVED that the City of Mountain View City
Council, on behalf of its members, City staff and community, does hereby express its
appreciation to Kevin C. Duggan for his over 20 years of dedicated service to the City
and community as City Manager.
The foregoing Resolution was regularly introduced and adopted at a Regular
Meeting of the City Council of the City of Mountain View, duly held on the 22nd day of
March, 2011, by the following vote:
AYES: Councilmembers Abe -Koga, Bryant, Inks, Macias, Means,
Vice Mayor Kasperzak and Mayor Siegel
