HomeMy WebLinkAboutResolution 17876 - Rescinding Resolution 17316 Adopting Revised Resolution Designating Public Properties Political Signs May be Posted CITY OF MOUNTAIN VIEW RESOLUTION NO. 17876 SERIES 2014 A RESOLUTION RESCINDING RESOLUTION NO. 17316 AND ADOPTING A REVISED RESOLUTION DESIGNATING PUBLIC PROPERTIES UPON WHICH POLITICAL SIGNS MAY BE POSTED WHEREAS, the freedom of political expression and exchange of political ideas are fundamental principles of our constitutional system and an integral part of a free society; and WHEREAS, the placement of political signs by candidates and sponsors, supporters, and/or opponents of ballot measures is an important part of the political process; and WHEREAS, many cities in the State of California prohibit the placement of political signs on all public property; and WHEREAS, the City of Mountain View has created a limited public forum for the placement of political signs on certain designated public properties that will be open to political signs as defined in Section 3.20 of Article III of Chapter 3 of the Mountain View City Code; and WHEREAS, the City of Mountain View desires to delete a certain property from the list of designated public properties as previously set forth in Resolution No. 17316 because it is no longer available; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOUNTAIN VIEW DOES HEREBY RESOLVE AS FOLLOWS: 1. Political signs, as defined in Section 3.20 of the Mountain View City Code, may be placed on the following public property: • Northeast Corner of South Shoreline Boulevard and Church Street; • East Side of South Shoreline Boulevard, Between California and Mercy Streets; • Southwest Corner of South Shoreline Boulevard and Latham Street; • Northwest Corner of Marilyn Drive and Miramonte Avenue, Across from the Castro Commons Complex; • Cuesta Park Annex—Undeveloped Portion, Between the Gate and the Cuesta Park Turf; • Crittenden Parking Lot, North of Fire Station No. 5, Adjacent to Shoreline Boulevard; • Southeast Corner of El Camino Real West and Phyllis Avenue; • Undeveloped Lot at the Southeast End of Bryant Avenue, Adjacent to the School District Building; • Northeast Corner of North Shoreline Boulevard and Stierlin Road; • Southwest Corner of Grant Road and Cuesta Drive; and • Northeast Corner of Grant Road and April Lane. 2. No sign shall be attached to a fence located on any properties identified above. , „ 3. All postings shall be proscribed and limited by Article III, Chapter 3 of the , Mountain View City Code and, specifically, each candidate, political action group, or opponent or sponsor of ballot measures shall be limited to the placement of one (1) sign on each of the above designated parcels and shall comply with the placement and size limitations of said article. Further, signs shall not be placed on the designated public properties more than seventy-five (75) days prior to an election, and such signs must be removed within ten (10) days following the election. 4. This Resolution shall become effective immediately.
