AN AMENDMENT TO RESOLUTION NO. 18301, A RESOLUTION OF THE CITY OF
MOUNTAIN VIEW DECLARING A SHELTER CRISIS, EXTENDING THE DURATION
OF THE DECLARATION UNTIL JUNE 30, 2022
WHEREAS, on March 19, 2019, the City Council adopted Resolution No. 18301 to
declare the existence of a shelter crisis in Mountain View due to the significant number
of residents in the City without stable housing or the ability to obtain shelter resulting
in threats to their health and safety; and
WHEREAS, all of the recitals set forth in Resolution No. 18301 continue to apply
with a correction to the existing shelter capacity at the Quetzal Youth House to 8 youth,
and an increase in the number of safe parking spaces available Citywide of up to 67
spaces for Oversized Vehicles and 18 spaces for passenger vehicles; and
WHEREAS, the County of Santa Clara's biannual count of homeless performed in
2019 rose from 416 homeless individuals in 2017 to 606 homeless individuals in 2019,
and the City's street -by -street count of persons that appeared to be living in vehicles
throughout the City (conducted in December 2017, December 2018, July 2019, and
March 2020) averaged 296 vehicles showing signs of habitation; and
WHEREAS, Resolution No. 18301 declared a shelter crisis in effect until June 30,
2020, unless extended by the City Council before this date;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Mountain View hereby determines that the findings set forth in Resolution No. 18301
continue to apply.
BE IT FURTHER RESOLVED that the City Council hereby amends, as authorized
in Resolution No. 18301, to extend the shelter crisis declaration until June 30, 2022,
unless extended by the City Council, and to read as follows:
"BE IT FURTHER RESOLVED that the shelter crisis declaration shall continue to
be in effect until June 30, 2022, unless extended by the City Council."
Except as amended set forth herein, Resolution No. 18301 shall remain in full force
and effect.

The foregoing Resolution was regularly introduced and adopted at a Regular
Meeting of the City Council of the City of Mountain View, duly held on the 9th day of
June 2020, by the following vote:

Mayor Kamei, and Mayor Abe-Koga
