HomeMy WebLinkAbout2021-09-15 DRC Agenda CITY OF MOUNTAIN VIEW DEVELOPMENT REVIEW COMMITTEE AGENDA WEDNESDAY, SEPTEMBER 15, 2021 VIDEO CONFERENCE – VIA ZOOM 2:00 P.M. This meeting will be conducted in accordance with State of California Executive Order N-29-20, dated March 17, 2020, and State of California Executive Order N-08-21, dated June 11, 2021. All members of the Development Review Committee (DRC) will participate in the meeting by video conference with no physical meeting location. Members of the public wishing to observe or participate in this DRC meeting live may do so by accessing the Zoom webinar at https://mountainview.gov/drc_speakers. Members of the public wishing to comment on an item may do so in the following ways: 1. Email comments to planning.division@mountainview.gov by 1:00 p.m. on the meeting date. Emails will be forwarded to the DRC Chair. Please identify the Agenda Item number or Project Address in the subject line of your email. All emails received will be entered into the record for the meeting. 2. Provide oral public comments during the meeting either online or by phone: Online: Register in advance to access the meeting via Zoom webinar at: https://mountainview.gov/drc_speakers. This DRC video conference will follow the meeting agenda with public comment taken at the beginning of each agenda item. • You will be asked to enter an email address and a name. Your email address will not be disclosed to the public. After registering, you will receive an email with instructions on how to connect to the meeting. • When the DRC Chair announces the item on which you wish to speak, click the “raise hand” feature in Zoom. REVIEW 2.1 365-405 San Antonio Road and 2585-2595 California Street, David Geiser for Merlone Geier Management LLC, PL-2020-053; APN: 148-22-023 Request for a Planned Community Permit and Development Review Permit to construct an approximately 182,000 square foot office building with ground- floor retail and three levels of underground parking connected to the adjacent mixed-use development; a Transfer of Development Rights (TDR) of up to 150,000 square feet from the Los Altos School District Site; a Provisional Use Permit to allow a shared parking reduction between the proposed project and the adjacent development; and a Heritage Tree Removal Permit to remove five Heritage trees, replacing two small commercial buildings and a surface parking lot on a 0.99-acre site. This project is located on the southeast corner of San Antonio Road and California Street in the P-40 (San Antonio) Precise Plan. Project Planner: Clarissa Burke 2.2 294-296 Tyrella Avenue, Forrest Linebarger for Inhabiture, PL-2018-300; APN: 160-32-001 and 160-32-002 Request for a Planned Unit Development Permit and Development Review Permit to construct an 11-unit rowhouse development to replace an existing single-family home, and a Heritage Tree Removal Permit to remove one Heritage tree on a 0.63-acre project site. This project is located on the southwest corner of Tyrella Avenue and East Middlefield Road in the R3-1 (Multiple- Family Residential) District. Project Planner: Erin Horan 3. ADJOURNMENT JC/1/CDD/829-09-15-21A Development Review Committee Agenda September 15, 2021 Page 3 of 3 How the Development Review Process Works The Development Review Committee (DRC) is made up of professional architects chaired by the Deputy Zoning Administrator, who reviews proposed large and small planning applications. The DRC reviews the site and architectural design of projects to determine whether they are in accordance with the General Plan, specific plans, the Zoning Ordinance, and other City Code requirements and will be compatible with the site and surrounding developments to ensure the orderly and harmonious growth of the City. In reviewing projects to determine whether they are compatible with the site, the DRC evaluates existing site conditions, including, but not limited to, the location of existing trees and structures and environmental conditions to determine how best to site a project. To determine if a project will be compatible with surrounding developments, the DRC evaluates the siting of the project as it relates to the character of the neighborhood context and the street, the massing of the building structure, and the architectural style and detailing. The DRC takes a proactive, hands- on approach to find appropriate design solutions to create the best possible project for the site. The DRC makes design recommendations to the Deputy Zoning Administrator regarding the site plan and architecture for projects requiring a Planned Unit Development, Planned Community Permit, or Development Review Permit. At the meeting, the applicant will be asked to make a brief presentation on the proposal. Comments from the public shall be heard after the architect’s presentation and prior to the Committee making a recommendation.
