BACKGROUND The existing traffic signal at the intersection of Shoreline Boulevard and Latham Street -Church Street is approximately 40 years old, and all major components are either at the end of their useful life or do not meet current standards. In reviewing the intersection in preparation for replacing the traffic signal, staff also noted the following issues with the intersection: • The existing traffic signal operation presents conflicts for pedestrians and bicyclists crossing Shoreline Boulevard with vehicles concurrently making left turns from Latham Street or Church Street. • The raised median noses, on both the north and south sides of the intersection along Shoreline Boulevard, encroach into the crosswalks, reducing crosswalk area for pedestrians and bicyclists crossing Shoreline Boulevard. Restripe westbound Church Street and eastbound Latham Street to have dedicated left -turn lanes and shared through and right -turn lanes, and provide lane designation signage, which is needed for eight -phase traffic signal operation; and 3. Remove and reconstruct the north and south Shoreline Boulevard median nose to be outside of the crosswalks. These improvements will help enhance bicycle, pedestrian, and vehicular safety and reduce traffic signal maintenance, delays, and congestion caused by the aging traffic signal equipment. Plans and specifications for the project are complete and available for viewing in the Public Works Department.
