CALL TO ORDER Zoning Administrator Gilli called the hearing to order at 4:00 p.m. 2. ADMINISTRATIVE ZONING HEARING MINUTES -1- June 27, 2012 PUBLIC HEARING 3.1 911 -A Boranda Avenue, Robinette Rodoni,135- 12 -LLA; APN: 193 -03 -033 Project Planner Hagan presented an oral staff report. The applicant, Robinette Rodoni, was not present. SPEAKING FROM THE FLOOR IN SUPPORT: • Unidentified female speaker Motion —M /S Solomon /Chopra --- Carried 3 -0-- Approved the lot line adjustment. ACTION: APPROVED WITH CONDITIONS ADJOURN SUBDIVISION COMMITTTEE HEARING 3.2 340 East Middlefield Road, Sylvester Ramirez for Devcon Construction, 138- 12 -DRP; APN: 160 -53 -008 Project Planner Denis presented an oral staff report. The applicant, Sylvester Ramirez for Devcon Construction, was present and did not give a presentation. No members of the public wished to speak. ACTION: APPROVED WITH CONDITIONS 3.3 1962 E1 Camino Real West, Chris Gebhart for Kerr Project Services on Behalf of Chick- fil -A, 285- 11 -UPA; APN: 154 -36 -012 Project Planner Denis presented an oral staff report. Chick -fil -A representative Deborah Kerr gave a presentation. Chick -fil -A representative Don Eichler spoke on behalf of the project. Will Wong, franchise owner and operator of a Chick -fil -A restaurant in Sacramento, answered questions raised by the Zoning Administrator regarding the drive - through operation in the Sacramento restaurant. SPEAKING FROM THE FLOOR IN SUPPORT: Diana Batista, representing Mountain View Chamber of Commerce Kathy Lynn, property owner at 1962 El Camino Real West ADMINISTRATIVE ZONING HEARING MINUTES -2- June 27, 2012 SPEAKING FROM THE FLOOR IN OPPOSITION: Bruce England, Mountain View The Zoning Administrator asked the applicant to continue this item until the end of this hearing so the applicant could discuss and respond to the Zoning Administrator's concerns regarding the drive - through. ACTION: CONTINUED UNTIL THE END OF THIS HEARING 3.4 1968 Leghorn Street, David Christenson for Sprint, 159- 12 -DRP; APN: 151 -01 -003 Project Planner Hagan presented an oral staff report. The applicant, David Christenson for Sprint, was present and did not want to give a presentation. The applicant responded to questions raised by the Zoning Administrator. No members of the public wished to speak. ACTION: APPROVED WITH CONDITIONS 3.5 1975 El Camino Real West, Dayna Aguirre for AT &T, 508- 11 -PCZA; APN 170 -05 -029 Project Planner Hagan presented an oral staff report. The applicant, Dayna Aguirre for AT &T, was not present. No members of the public wished to speak. ACTION: DENIED 3.6 140 South Whisman Avenue, Units A through D, Brian Klug for Hacker Doj o, 544- 11 -UPA; APN: 160 -64 -001 Project Planner Denis presented an oral staff report. The applicant, Brian Klug, was present and gave a presentation. ADMINISTRATIVE ZONING HEARING MINUTES -3- June 27, 2012 SPEAKING FROM THE FLOOR IN SUPPORT: Diana Batista, representing Mountain View Chamber of Commerce Bruce England, Mountain View ACTION: APPROVED WITH CONDITIONS ITEM 3.3 RESUMED Don Eichler, representing Chick- fil -A, asked Mary Beam, Environmental Consultant, to explain the drive- through noise issues. Mary Beam responded to questions raised by the Zoning Administrator and project planner. Don Eichler gave a presentation explaining the drive - through process and possible sound mitigation measures. ACTION: CONTINUED TO JULY 11, 2012 4.
