CALL TO ORDER 2. ROLL CALL Committee Members: Ronit Bryant, Jac Siegel, and Chair Chris Clark. 3. MINUTES APPROVAL Minutes for the March 14, 2013 meeting have been delivered to Committee members and copies posted on the City Hall bulletin board. If there are no corrections or additions, a motion is in order to approve these minutes. 4. ORAL COMMUNICATIONS FROM THE PUBLIC This portion of the meeting is reserved for persons wishing to address the Committee on any matter not on the agenda. Speakers are limited to three minutes. State law prohibits the Committee from acting on nonagenda items. 5. UNFINISHED BUSINESS —None. 6. NEW BUSINESS 6.1 POLYSTYRENE FOAM FOOD SERVICE WARE ORDINANCE AND ADMINISTRATIVE INSTRUCTION Overview: Staff will present information about a proposed ordinance and Administrative Instruction to ban the use of polystyrene foam food service ware in Mountain View and at City facilities. The Administrative Instruction includes a ban on single -use bags at City facilities. Staff seeks input from the Committee regarding the ordinance and Administrative Instruction. Council Environmental Sustainability Committee Agenda November 18, 2013 Page 2 of 4 Recommendation: 1. Forward to the City Council a recommendation to adopt "An Ordinance of the City of Mountain View Adding Article V to Chapter 16 of the Mountain View City Code Related to Use of Polystyrene Foam Food Service Ware by Food Providers." 2. Review and provide input regarding the draft Administrative Instruction related to "Use of Polystyrene Foam Food Service Ware and Single -Use Plastic Bags." 6.2 ELECTRIC VEHICLE CHARGER DEPLOYMENT Overview: Staff will present information about electric vehicle (EV) charging stations in Mountain View and selected neighboring cities. Staff seeks guidance from the Committee regarding the potential deployment of additional EV chargers at public facilities in Mountain View and instituting a fee for use of existing and/or future EV charging stations at public facilities. Recommendation: None. 6.3 ENERGY UPGRADE MOUNTAIN VIEW UPDATE Overview: Staff will present a progress update on the City's Energy Upgrade Mountain View (EUMV) residential energy efficiency program. COMMITTEF/STAFF COMMENTS, QUESTIONS, COMMITTEE REPORTS No action will be taken on any questions raised by the Committee at this time. 8. ADDRESSING THE BOARD, COMMISSION, OR COMMITTEE • Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. • Anyone wishing to address the Board, Commission, or Committee on a nonagenda item may do so during the "Oral Communications" part of the agenda. Speakers are allowed to speak one time on any number of topics for up to three minutes.
