HomeMy WebLinkAboutResolution 18243 Approving Citywide Multimodal Improvement PlanCITY OF MOUNTAIN VIEW RESOLUTION NO. 18243 SERIES 2018 A RESOLUTION APPROVING THE CITYWIDE MULTIMODAL IMPROVEMENT PLAN WHEREAS, the City has identified intersections projected to fall below the Congestion Management Program level of service standards under cumulative scenarios in certified environmental documents, including the San Antonio Precise Plan FIR, the El Camino Real Precise Plan FIR, and the North Bayshore Precise Plan EIR; and WHEREAS, Congestion Management Program legislation requires local agencies to prepare a deficiency plan when level of service standards are not maintained on segments or intersections of the Congestion Management Program roadway system (Government Code Section 65089.4); and WHEREAS, Santa Clara County's Congestion Management Agency, the Santa Clara Valley Transportation Authority (VTA), adopted Deficiency Plan Requirements in September 2010, which sets requirements for the preparation of deficiency pians consistent with State legislation, and WHEREAS, the City has prepared a Citywide Multimodal Improvement Plan (MIP) consistent with Government Code Section 65089.4 and the VTA Deficiency Plan Requirements, containing improvements and programs to offset traffic congestion impacts and improve air quality; and WHEREAS, at a Regular Meeting on September 11, 2018, the City Council received and considered a Council Report and any and all public comments, oral and written, received prior to or during the public hearing on the proposed MIP; and WHEREAS, upon adoption, the City will forward the MIP to the VTA Board of Directors for final acceptance; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mountain View that: 1. The criteria for deficiency plans, as established by VTA's Deficiency Plan Requirements, have been considered as follows: a. Applicable and feasible actions from the Bay Area Air Quality Management District Transportation Control Measures and VTA Deficiency Plan Action List have been included in the MIP. Inapplicable and infeasible actions are clearly stated on Page 32 of the MIP. b. Multimodal actions, valued at nearly $600 million, have been identified throughout the City, sufficient to compensate for the intersections below level of service standards. Technical analysis of physical improvements are included within the MTP and within the plans and feasibility studies upon which the MIP is based. C. The MIP includes a workable implementation schedule. d. The MIP includes cost estimates and a funding program, including a new Transportation Impact Fee. e. The MIP actions are consistent with the General Plan, the Clean Air Plan, the Regional Transportation Plan, and other local and regional plans- -1- f. Neighboring jurisdictions, Santa Clara County, California Department of Transportation (Caltrans), and VTA were consulted during preparation of the MIP. g. The MIP includes a monitoring program. h. The MIP includes an analysis of consistency with the California Environmental Quality Act (CEQA). 2. The MIP is in compliance with the provisions of the California Environmental Quality Act (CEQA) because the project is statutorily exempt from the California Environmental Quality Act pursuant to Public Resources Code 21080(b)(13), Congestion Management Programs, and because, prior to the approval of any transportation improvement in the MIP, all necessary environmental review required by CEQA shall be completed. Adoption of this MIP in no way limits the City's discretion in completing environmental review of the planned improvements. The planned improvements may be modified to provide for the use of additional Federal, State, and local funds; to account for unexpected revenues, whether greater or lesser; to maintain consistency with the City's General Plan; or to take into consideration unforeseen circumstances, including, without limitation, circumstances that may come to light as a result of subsequent CEQA environmental review. 3. The Citywide Multimodal Improvement Plan, attached hereto as Exhibit A, has been reviewed and approved by the City Council and is hereby adopted.
