HomeMy WebLinkAboutResolution 18482 Proclaiming Black Lives MatterCITY OF MOUNTAIN VIEW RESOLUTION NO. 18482 SERIES 2020 A RESOLUTION PROCLAIMING BLACK LIVES MATTER WHEREAS, recent national events involving police brutality and misconduct have shed light on the deeper issue of systemic racism, which has plagued America for centuries; and WHEREAS, the killing of George Floyd at the hands of the Minneapolis Police Department, captured in a horrifying video image, has spurred grief and outrage across the nation and here in the City of Mountain View; and WHEREAS, Mr. Floyd's death is a painful reminder of countless other instances of police and societal violence against Black Americans, both recent and throughout the history of our country; and WHEREAS, we as a nation have come together to mourn the loss of George Floyd and honor his memory through advocacy, activism, and protests across the country with groups such as Black Lives Matter demanding action to be taken to end this violence; and WHEREAS, systemic racism results in disparate outcomes for black, indigenous, and people of color, not just in criminal justice, but also in the areas of health care, education, housing, economic opportunity, and environmental impacts; and WHEREAS, a most basic form of injustice and inequity occurs when a group of people's safety and well-being are placed into jeopardy by the very institutions entrusted with protecting and serving them; and WHEREAS, cities must take the lead to ensure that black, indigenous, and other communities of color are safe, valued, and equal members of society; and WHEREAS, the City of Mountain View has long celebrated its diversity, and, in 2017, established as one of its top goals a commitment to promoting a Community For All with a focus on strategies to protect vulnerable populations and preserve socioeconomic and cultural diversity; and -1- WHEREAS, the City of Mountain View stands in solidarity with its black residents and communities of color and is committed in word and deed to the principle that all Black Lives Matter; and WHEREAS, while such commitments are important, they must be supported by action to fulfill the promise of a just and equitable society; NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Mountain View, that the City of Mountain View does not tolerate discrimination, racial injustice, or police brutality; and BE IT ALSO RESOLVED that the City of Mountain View will lead by example through the equitable treatment of all people by City officials and departments; and BE IT ALSO RESOLVED that the City of Mountain View works proactively to create a welcoming, safe, and inclusive community; promotes equitable protection of constitutional and human rights in the City; acknowledges the history of institutional racism that exists in America; and commits to move forward with efforts that shall include reviewing policing policies, exploring alternative service delivery approaches to meet community needs and achieve better outcomes, and engaging in dialogue with residents to hear their concerns and ideas and continuously earn public trust in law enforcement; and BE IT ALSO RESOLVED that the City of Mountain View invites and encourages the community to work together through peaceful exchange and meaningful dialogue to enact change and move forward to achieve a just, equitable, and inclusive Community for All. -2- The foregoing Resolution was regularly introduced and adopted at a Regular Meeting of the City Council of the City of Mountain View, duly held on the 23rd day of June 2020, by the following vote: AYES: Councilmembers Clark, Hicks, Matichak, McAlister, Ramirez, Vice Mayor Kamei, and Mayor Abe-Koga NOES: None ABSENT: None ATTEST: APPROVED: dSA NATUSCH CITY CLERK TG/6/RESO 6,79-06-23-20r -3- ARST ABf;-$dGA AYE/ I do hereby certify that the foregoing Resolution was Massed and adopted by the City Council of the, City of Mountain View at a Regular Meeting held on the 23rd day of June 2020, by the foregoing vote, / "t"4, Qy"Clerk City of Mountain View
