CITY COUNCIL POLICY
SUBJECT: COMMUNITY PARTICIPATION NO.: A-3
PURPOSE:
To establish a policy encouraging the participation of City employees (except the
Councilmembers) in service clubs and other community organizations and to establish
policies concerning reimbursement for expenses associated with such memberships
POLICY:
1. Participation by management and supervisory employees in service clubs and
other community organizations is desirable in order to effectively represent
government in the community.
2. Expenses associated with membership of employees in such activities is
reimbursable. Membership or annual dues are eligible to be paid from the
employee’s personal development fund. Other costs, such as weekly luncheon
expenses, fines and special events, will not be paid for by the City.
3. City Councilmembers are exempt from reimbursement under this policy.
4. Organizations Which Qualify:
Mountain View Service Clubs—Kiwanis, Rotary, Quota, Civic Host Lions,
Soroptimist, Mountain View Women’s Club, Quadalco.
Other Clubs—Mountain View Pioneer and Historical, IFES.
Board of Directors of Community Nonprofit Organization—CHAC, CSMA, CSA,
Chamber, YMCA, YWCA, Mid-Peninsula Support Network, Hasselt Sister City
and Iwata Sister City, United Way.

5. Organizations That Do Not Qualify: Any organization whose membership
eligibility is based on race, religion, color, national origin, ancestry, physical
handicap, marital status, age or sex.
