CITY COUNCIL POLICY
SUBJECT: MAYOR’S AWARD AND SERVICE AWARD PROGRAMS NO.: A-5
PURPOSE:
To establish policy guidelines for conducting the Mayor’s Award and Service Award
Programs.
POLICY:
I. MAYOR’S AWARD PROGRAM
A. The Mayor’s Award Program recognizes outstanding physical projects and
social programs in the City.
1. Jury
Nominations for the members of the jury shall be made to the City
Council by the jury chairperson at a regular Council meeting.
The jury shall be comprised of:
A chairperson who shall be the Mayor or a City Councilmember
appointed by the Mayor;
A member of the City’s Human Relations Commission;
A member of the City’s Youth Advisory Group;
A member of the City’s Environmental Planning Commission;
A representative from the public school community;
A representative from the Chamber of Commerce;
A representative from the industrial community;
An architect;
A landscape architect;

The president of a service club;
A member of the clergy;
Up to two representatives of other community interests/groups;
and
A resident at large in Mountain View.
2. Meetings of the Jury
Upon approval of the jury by the Council, the chairperson shall
announce the first jury meeting. At its first meeting, the jury will
arrange field trips and meetings as needed. The City will make its
resources available to the jury and will perform staff functions as
needed.
3. Categories for Awards
The jury may select award winners for:
a. Physical Projects—Environmental enhancements to the community
through high-quality developments in the following categories:
(1) Architectural Design
(2) Landscape and Site Plan Design
(3) Environmental Enhancement
(4) Commercial, Industrial or Residential Remodeling

b. Social Programs—Efforts of significance that make Mountain View
a better place for its residents and business people in the following
categories:
(1) Social Contribution
(2) Educational Contribution
(3) Youth Development Contribution
(4) Human Services Contribution
(5) Tolerance, Inclusivity and Involvement Contribution
(6) Environmental Contribution
4. Eligible Projects and Nominations
All private projects or programs nominated by residents, business
people or City staff and City-funded projects or programs if nominated
by nonstaff residents or business people.
5. Selection of Award Winners
The jury may select one or two winners in each of the above categories
or may chose to forego awarding any category in which there are no
qualified nominees.
6. Nominations for Awards
Nominations will be accepted following the appointment of the jury
chairperson.
Publicity on the program and the nomination period shall be the
responsibility of the chairperson and City staff. Use of ,

community access cable television and local newspapers is
recommended, and notification should be given to the leadership of

schools, service clubs, the Chamber of Commerce and other community
groups.
7. Awards
The awards will be presented by the Mayor at an award ceremony on a
date approved by the City Council. The jury shall select the location for
the award ceremony, and photographs shall be taken of the event.
II. SERVICE AWARDS
A. Service awards are given in recognition of the number of years of service
provided to the City by service as an employee, elected official or Council
appointee.
1. Awards will be given annually for 5, 10, 15, 20, etc., years of service.
2. Individuals who, in the aggregate, have provided service to the City as
an employee; elected official; served on a City board, commission or
committee; and/or provided service as a Council appointee are eligible
for the award.
3. The Council Procedures Committee shall determine and select the
appropriate pin, certificate, gift or other means of recognition to be
provided the recipient.
