CITY COUNCIL POLICY
SUBJECT: EVALUATING REQUESTS FOR FUNDING PARK AND NO.: A-17
RECREATION IMPROVEMENTS OF NON-CITY
FACILITIES
PURPOSE:
To guide the City Council in considering requests for funding park and recreation
improvements of non-City facilities.
POLICY:
The City Council has historically entered into formal agreements for the purpose of
providing park and recreation facilities which promote and contribute to outdoor
recreation experiences for children and adults living in Mountain View; however, the
City Council may, from time to time, consider funding requests (and/or the provision
of in-kind services) from outside organizations not covered by formal agreement for
improvements to non-City facilities which it determines to serve the park and
recreational needs of the residents of Mountain View. In all cases, the commitment is
one-time for the current year only, and no future commitment is implied. The City
Council will consider such requests subject to the following criteria:
1. The request is for a special project which will serve the park and recreational needs
of the residents of Mountain View.
2. Providing funding to the requesting organization is a cost-effective way of
providing services.
3. The amount funded should bear some proportional relationship to the projected
utility of the service or project to Mountain View's residents and shall at no time
exceed the amount contributed by the requestor.
4. The requesting organization submits with their request a proposed budget in
sufficient detail to permit the Community Services Director and City Council to
determine the appropriateness of the request. Revenues and expenditures shall be
stated in sufficient detail to clearly show each source of revenue and each category
of expenditure. Priority will be given to requests which demonstrate broad-based
community support in the form of funds and/or in kind services.

5. Records must be available for examination at any reasonable time commencing
with the date of application and shall be kept for a minimum of one year from the
close of the funding year.
