CITY COUNCIL POLICY
SUBJECT: REWARDS FOR SOLVING CRIMINAL HOMICIDES NO.: A-19
PURPOSE:
To establish an administrative mechanism to authorize cash rewards in unsolved
criminal homicide cases in the City of Mountain View in order to expedite these
important criminal investigations.
POLICY:
1. Approval Authority
In the event of a criminal homicide in the City of Mountain View, if the Police
Chief and City Manager determine, in consultation with the Mayor, that waiting
for the next Regular City Council meeting or waiting to convene a Special City
Council meeting could be counter-productive to the Police Department’s
expeditious investigation of the homicide, the City Manager shall be authorized to
approve the cash reward.
2. Reward Amount
The City Manager shall be authorized to approve rewards related to solving
criminal homicides in Mountain View up to $10,000.
3. Reward Logistics
a. Eligibility, reward money distribution process, and process for receiving
crime-solving tips will follow Police Department procedures as
recommended to be appropriate for the criminal homicide under
investigation.
b. The source of reward funds under this policy shall be from the Police
Department’s budget, with a follow-up adjustment allocation at the City
Manager’s discretion, as approved by subsequent City Council action.

c. Nothing in this policy shall limit the City Council’s ability to approve
rewards for solving other serious crimes as may be necessitated for the
investigation of those crimes.
